Do defrag programs work differently?

I run windows98 defrag programme and think all is ok,

Immediately after, I run Diskeeper Lite and do analysis. It tells me
that my system is heavily fragmented.

Do different programs interpret fragmentation differently?

How to tell that my disc is totally defragged?

Yes.

How to tell that my disc is totally defragged?

Pick one program. ONE. Use it regularly. Weekly or monthly for normal
computer usage. As often as daily for heavy usage. (Normal computer stuff
like internet, writing, whatever, is not "heavy".)
