I have encountered the above mentions across with Windows 98 to Windows
XP - In the case of Windows 98SE, I was using an archaic version of PGP
Disk (I forget the exact version but it was made for Windows 95/98 OSs)
to manage some "unmentionables" when an error appeared warning that a
particular file could not be created.

Assuming other factors are ruled out like there are no duplicate files,
the volume has enough space, there are no file naming problems (some
files I was working have that 8.3 DOS limitation), What could cause
Windows to suddenly stop moving files from one drive to another?

Are you sure? I've not had problems with long file names so far, but 8.3
allows (at least in practice, not sure about officially) the upper 128
characters in file names and I have had 8.3 files on a dual boot system
-- Win98SE and eXPerimental -- that could only be accessed by the OS
that created them. One offending character was 158, the German sharp s
in the Atari character set, a legacy of bad choices a long time ago.

One reason may be that 8.3 is not case sensitive and strings get
converted to upper first. OSs seem not to agree what upper means for
those higher 128.
